Rental cars are usually optional with your insurance policy coverage, however there are cases where you can obtain a rent car even if you don't have rental coverage. If the claim is against the other driver's insurance, their insurance will provide you with a rental so long as you meet the age and general rental requirements of the rental company. Some insurance companies require that you front the money for the rental, and request reimbursement after. Check the policy for details.
Check your policy carefully. It's not unusual for 'liability only' policies carry "uninsured/underinsured motorist" riders. Meaning if the person hits your car and runs away from the scene or does not carry their own liability insurance, your insurance will still cover your damages. If you don't have this type coverage in addition to liability, we would strongly suggest that you add it to protect you from uninsured motorists. It adds piece-of-mind and usually has a very nominal fee.
*In the case of a driver without insurance, please contact the police and tell them about the accident as it happens. Some police will respond to a non-injury accident to write the uninsured motorist a ticket which creates a police record and can help you in your claim process.
